Having worked in a public sector museum that was privatized (responsibility for all operations and management turned over from the County to a private Board of Directors) in 1992, I'd think your expectation that private sector employees worry all that much about keeping customers happy is wishful thinking.
Private sector employees worry about keeping their bosses happy so they don't lose their jobs. Additionally, they worry about their bosses keeping shareholders or stakeholders happy so the company doesn't get taken over which is likely to cause them to lose their jobs.
On top of that private sector employees worry that the people managing the enterprise they work for manage to keep it out of bankruptcy so they don't lose their jobs.
It only took 13 years for that private board and their handpicked managers to run up a $25,000,000. shortfall and lay off over 50% of the workforce. About the only thing workers didn't experience was going through a hostile takeover -- as if anybody would want to take such a basket case over.
