[Publib] "legal age" question

Members of my board recently asked me to draft a policy requiring that our 
small library always be staffed with at least one employee of "legal 
age".  One board member interprets that to mean 21, although in Missouri an 
18 year old can sign a contract, buy a car, etc.  This issue arose with 
some recent complaints about homeless men frequenting the library and 
"excessive" use of our three computers to access internet dating sites 
(some overlap included!)  The library employs one male college student who 
is nearly 20 and one female h.s. junior who often work the circ desk 
together one night a week from 5 to 7 and the occasional Saturday.  Does 
anyone in the collective wisdom have such a policy?  Implemented, it will 
mean that I or my other FTE change our hours or simply work more than the 
40+ we work now.  Thanks for any input.
