To those who have mentioned calling the police --
What do you do while you wait for the police to arrive? If the mother is dragging the child to the circulation desk to check out books or leaving the library altogether, does someone try to intervene and stop them? Unless the library is next door to a police station (and many, but not all are nearby, is the response going to come in time?
If a library staffer who has witnessed the event makes the complaint to the police, does your policy cover the time off they may need if the situation goes from police intervention to filing charges and going to trial?
Just a couple more items to add to the policy that seems to be in embryonic form here,
