I agree with every one that said abuse should be reported and
having social services talk at a staff meeting is an excellent idea.
I do ask all to use caution in what you define as abuse.
Now before anyone yells at me, let me give an example.
One of my co-workers has an autistic child (with other complications)
When the child "loses it" in public the first step is to get the
child restrained. The second step is to flip the child upside down
so that blood rushes to her head. The child is kicking and struggling
and yelling bloody murder. Child abuse?? No -- Doctor's orders.
When her brain gets more blood she calms and is again able to
function as a "normal" child would.
Obviously this is not similar to the dragging and arm twisting that
you described, however, we need to be aware that sometimes there
are logical explanations for illogical behavior.
My prayers for all children of abuse.
