What you described is child abuse. If the mother is doing this in
public, what is she doing in private? This child needs someone to step
in and protect her/him. As has been earlier said, many states require
people to report suspected child abuse. It is part of our
responsibility, just as it is a teacher's, to protect those who need it
the most. Almost thirty years ago I was told that it was not our
business and to stay out of it when I knew a little girl was being
abused. To this day I have never forgotten her face and can only hope
that as an adult, she has recovered as best as humanly possible. So,
yes, call the police and do what needs to be done. This is not a
privacy issue, but one of caring and humanity. //jt
