Don't know about challenges, but we've had the same discussion here, after
we learned that the asterisk one library placed in patron's record was a
flag for behavioral, "we don't like this person." Most of us think this is
a lousy idea.
    Library policies, behavioral, etc. should be clearly posted in a
library, if they are to be enforced. (We last year reviewed/revised
our "Code of Conduct," in fact .. and have redesigned poster and
re-signed the building.) If under policy you can pull the patron's
card? then do so. If not, don't. Straightforward factual flags like
"owes us $250,000 in fines" is one thing. Embeddding staff peeves in a
patron's record is quite another.
     So? what library policy has the objectionable patron offended?
