If your name is on the card with the deadbeat family member (by virtue of a card originally tied to a no longer active joint checking account) or even if they discover you live at the same address, AMEX, Visa, etc. will most definitely refuse you credit. This is one reason why lenders make PLUS loans available for college students -- they collect from the parent if the child doesn't pay up
Not saying this ought to apply to libraries but it definitely can affect your credit rating. Be very careful who you add to your credit cards and read all the terms of loans for which you are co-signing.
