[Publib] Internet Policies in Public Libraries

We allow everything except Limewire (and anything 'illegal' like it),
chatrooms & messenger programs. The reasons for the chat & messenger are
unknown to me, as these policies were put in place before I came along. We
are currently allowing streaming video & audio, as we don't appear to be
having too much of a slowdown right now. We are running 3MB DSL on 14
computers & the wireless network which on average has around 6-10 people on
at any given time.

I don't know about chat or e-mail, but at the moment our library bans games,
streaming video, and p2p sharing because of bandwidth. Our T1 line is
completely overloaded, to the point that we can't even put in orders after
2:00 or so.

What is the rationale in banning or limiting access to email, chat and
online games? Except for viewing pornography, how can librarians provide
equal computer access to patrons if chat, email and games are limited? How
can the librarian make the call on what is deemed "serious research?"
