[Publib] Internet Policies in Public Libraries

I don't know about chat or e-mail, but at the moment our library bans
games, streaming video, and p2p sharing because of bandwidth.  Our T1
line is completely overloaded, to the point that we can't even put in
orders after 2:00 or so.

What is the rationale in banning or limiting access to email, chat and
online games?  Except for viewing pornography, how can librarians
provide equal computer access to patrons if chat, email and games are
limited?  How can the librarian make the call on what is deemed "serious
research?"
