[Publib] fees for placing holds

Good afternoon! 

I'm asking this for a colleague in another library system, who wants to know if there are libraries that allow patrons to pay a fee to have quicker access to popular titles.  For instance, the regular (free) hold is placed on the newest James Patterson and the patron joins the list of other patrons who haven't paid for the holds.  The fee-based hold allows a patron to pay a fee for his/her hold on that same Patterson title and thus that patron joins a different list of patrons who have paid for their hold.  If your library or library system has this procedure, would you let me know and tell me how it works?  I'd certainly appreciate that information.
