If you are referring to having staff do appraisals of those they report to, we are doing that here in Ventura County.  Staff do evaluations of their supervisors and managers do evaluations of their peers.

I have just completed  my first year here so I don't have a lot of feedback yet except that the idea is very popular with line staff and the managers are a little hesitant as one would expect. We are in the middle of doing the first two.  

I've modified some evaluation forms I used for the same types of appraisals at other libraries.  If you want them let me know and I'll fax them.

Dear Colleagues,

    

     The Library Board of Trustees is exploring the feasibility of
initiating an "upwards appraisal" in our library. I would be very
grateful to hear from other institutions that have conducted upward
appraisals with their staff.  Specifically I need to know what tool was
used, how effective was the tool and was there a positive or negative
impact.  Any information would be greatly appreciated.  I would be happy
