There's an increasingly popular type of insurance, generally referred to as "business interruption (or loss) insurance" that many corporations - both for profit and not for profit - take out in addition to liability insurance or coverage for theft, loss of collections or damages.
The situation Georgia described sounds like that type of policy. It was coverage my employer had because it covered expenses that would be outside the realm of normal policies. It seems reasonable if a public library wants to continue operations in the interim and their taxing authority is unable to set aside some sort of reserve for these costs.
