[Publib] amnesty for fines

We sometimes have amnesty around the holidays. We deliberately do not
regularly schedule amnesty weeks and sometimes we won't have one every
year. Sometimes we offer amnesty around a special event -- such as the
5th anniversary of our branch grand opening this coming January.
Usually we offer fine reduction for food items donated in lieu of
fines. Sometimes we allow food donations for past fines as well as
current overdues. Library staff are asked to submit their choices for
the community group that receives the food donations and usually the
circ staff makes the final choice as they are the ones who will have to
deal with all of it. We don't advertise in the paper but we do put a
notice on our website and hand out bookmarks in the library. Publicity
never seems to be a problem. So far what we do works fairly well. We
will not accept donated canned or boxed items that are out of date or
rusted or generaly yucky.

Does anyone do a fine amnesty around the holidays? If so, what
are the guidelines? I am trying to convince my boss to allow me to waive
fines up to $5 for people who bring in a toy for a local charitable
organization. They have their own form of the angel tree program.
