[Publib] amnesty for fines

We have an amnesty month (usually in the spring, but there's no reason it
couldn't be around the holidays). No one needs to bring in anything except
their overdue items. We recover a lot of books, dvds, and cds that way,
and it generates quite a bit of goodwill.
