[Publib] amnesty for fines

The Park City Public Library does a fine amnesty requiring non-perishable
goods that the library donates to the Pride food pantry.  We run it two
weeks before Christmas and have gotten back 5 DVDs long overdue this way
(just today) before the amnesty begins.

Does anyone do a fine amnesty around the holidays? If so, what are the
guidelines? I am trying to convince my boss to allow me to waive fines up to
$5 for people who bring in a toy for a local charitable organization. They
have their own form of the angel tree program.
