[Publib] amnesty for fines

Does anyone do a fine amnesty around the holidays? If so, what are the
guidelines? I am trying to convince my boss to allow me to waive fines
up to $5 for people who bring in a toy for a local charitable
organization. They have their own form of the angel tree program.
