[Publib] Part Time Pay Rate Comparison "Rule"?

Do any public libraries have a "rule of thumb" that they use to calculate part-time pay rates?  Is there a source of comparison that is used?  For example, do libraries take the pay rate for full time employees and then subtract (or add) a certain percentage to that rate because their part time employees do not receive benefits?
