[Publib] Parental agreement forms for Internet

At present, our library requires that any child 16 and under must have their
parent or "legal guardian" sign a permission form stating that the child can
use our library computers.  Our computers are CIPA filter compliant, and we
have a print/time management system which is tied to our ILS so that the
patrons can use their library cards to logon.

 

After investigation, if I understand correctly, just being filtered
satisfies the LSTA/e-rate compliance requirements.  A permission form is not
required for under 17.  I would like to get rid of the Parental Agreement
Forms (PAFs) as there is not a week that goes by that we do not have to turn
away a patron because we do not have that PAF on file.

 

Are there any legal issues that I should be aware of?  What are your
policies?  I get the feeling that by stating that everyone under 17 must
have a PAF we are kinda putting ourselves into a problematic situation since
we do not watchdog the computers to ensure that the patrons are using their
own library cards (although our policy does state that patrons are to use
their own cards and could lose rights to use the computers if they do not
comply).

 

Thoughts??  Help??
