You are correct to be concerned.  

Do you live in a state which identifies library theft?  There's a
definition (including penalties) somewhere in the California codes, but the
online codes are difficult to search.  

Point out to your supervisor that the librfary needs to demonstrate to its
stakeholders that it takes stewardship of public property seriously.  If
the perp can be identified, arrested, and punished, a clear message that
the library will not tolerate theft, your funders/stakeholders will be sent.
