My FPOW had a folding wheelchair for the public.  It was mostly used by older people who were able to walk from the car to the door, but who would have found it difficult to walk around the library or stand in line.  I never saw anyone propelling themselves with it, they always had someone along to push.  People who always need mobility aids came with them, naturally.  Many, many able-bodied children wanted to use it, but we always refused.
