I love it when they say that.  I say, "Ok, Here is the
3 cents back you have personally contributed to my
salary over the past 10 years.  That will more than
cover it.  Have  a nice day!"

(Not an exact measurement--I guess you would have to
take the funds devoted to the library from county
taxes,  subtract everything but Tech 1 salaries,
divide by the number of tech 1's, then divide that by
the number of County residents....)
