Are you thinking of Gyo Fujikawa, who did a number of books, one of which is Let's Play? They were mostly published in the '80s and '90s, but the illustrations are reminiscent of the '40s and '50s.

Searching for a title of a children's book:

A picture book whose title might be something like,
"Let's Play" and might be by a Japanese or Asian
author/artist.  Fantasy type illustrations done in Art
Nouveau style.  Might date back to the 1940s or 50s.
