[Publib] overdue fines

Our library stops checkouts if a patron has overdue books and has reached
the $5 fine limit. We recently added no computer time to this rule since we
added time management software. We have noticed that patrons are more likely
to pay down the fines once they find out they can't even use the computers.
We've had no serious complaints about this that I know of.
