When I worked at a public library in Texas it was pretty much subjective,
but I can give you my criteria because I the Head of Tech. Processing and
making the evaluations. :)
1. Is this something that can be fixed in-house?
torn page, clean a cover, replace a jacket, clean a DVD
No charge
2. Is this an expensive repair to make in-house?
Yes. Charge a fee.
Can't think of an example, but the cost of the supplies for the
repair would be the assessment. An additional processing fee* was a fee for
staff time.
3. Will this need to go to the bindery?
Yes.
Charge a fee, equal to the average cost of rebinding. (about $5.00 at the
time I last did this.)
4. Is the item beyond repair?
Yes. Charge the replacement cost of the item.
*The library charged a processing fee above whatever dollar assessment the
Head of Tech. Processing made for the specific repair. For this reason, I
generally opted for no extra charge unless it required rebinding or
expensive supplies. I can't remember the amount of the processing fee. It
was either $5 or $10.

Do any libraries out there have guidelines that help determine how damaged
a book has to be before you bill for it? We are looking at how we bill
patrons for damaged books and find it's terribly subjective (on a grumpy
day, you might be more likely to charge for a slightly damaged book as
opposed to a happy day!) What kinds of damage incurr what kinds of charges?
Any insight will be most welcome!!
