[Publib] Billed Books guidelines

Do any libraries out there have guidelines that help determine how
damaged a book has to be before you bill for it?  We are looking at how
we bill patrons for damaged books and find it's terribly subjective (on
a grumpy day, you might be more likely to charge for a slightly damaged
book as opposed to a happy day!)  What kinds of damage incurr what kinds
of charges?  Any insight will be most welcome!!
