Do you also have  any sort of official Library or City Work Rules and

I take it that your library is not under a collective bargaining  agreement.  
What city or locality are you working for?  Do you have  multiple rules, as 
in city rules, civil service rules and those specific to the  library?  Best to 
begin from the foundation you stand on now.
