[Publib] Amnesty Week

Hi!

Has anyone had experience offering patron amnesty weeks?

We wanted to do this during National Library Week.  The idea was to put red
ALA balloons around town.  If patrons brought a balloon in, we'd forgive
their fines.  But, we're concerned about fines on non-returned materials.
If given a free pass, we'll never get them back!

We're trying to figure out the best way to do this.  Perhaps stipulating
fines are only forgiven for materials that are already back?

Any thoughts or experiences are appreciated!
