[Publib] Swimsuit issue

Let's see - if the issue is being sold on newsstands then it makes sense
that Time, Inc. didn't need to print as many newsstand copies this year
since they didn't send any of the subscription copies due to libraries
throughout the country.  They're selling copies we paid for.  Can we send
them a bill?
