[Publib] reference desk time

the full-time reference staff spend a little more than half their time on
the desk. We each have other responsibilities as well as the reference desk
time. Members of other departments also work shifts, but not as many as we do.
Shifts are 2 hours long during the day, three hours in the evening; and
Saturday or Sunday, all the hours we're open. So a normal day has two
2-hour shifts in it; or a 2-hr shift and then later a 3-hour evening shift;
tomorrow, Saturday, I'll be on the desk the whole eight hours. The
scheduler tries to give us each a day a week with only one shift, so we can
get our other stuff done.
