[Publib] 414 versus special district funding in New York State

I've been listening to publib for several months now, but this is my 
first post.  I'm the newly-elected president of the board of trustees of 
the George F. Johnson Library in Endicott, NY.  I'd be interested in 
corresponding with any New York State libraries that have converted from 
what is called here "414" funding to "special district" funding.  Rather
