Print management software would be the best solution.   Since you rule that
out.  Reduce the number of free copies from 20 to 0.  Charge them for
everything they print.  Providing printing of computer files or pictures is
no different from providing a photocopier.  Both cost the library money and
neither is what this old curmudgeon of a  librarian regards as an essential
service.
