[Publib] Children's library cards

Children are eligible for their own cards at age 5 in our system. Parents,
of course, are responsible for items checked out on those cards. Young
people 16 and over may sign for their own library card, although the parent
is still responsible for items lost, etc., till the young person turns 18.

Age range, materials that can be checked out on the card, who can use the
