You might try Publisher. They have several newsletter templates that you can
customize, as well as blank newsletter formats. It's easy to use and often
comes with Microsoft Office.

Hi there,
We create a quarterly newsletter in-house that gets
mailed to every address in town. I currently use,
believe it or not, Microsoft Word to create the
newsletter. I am looking for software that will allow
me to step the layout up a notch so that it won't have
that 'homegrown' look it currently has.
I need recommendations on quality programs that will
give our newsletter a bit more polish. The only
product I know to look at is Microsoft Publisher. I
don't have any type of design experience, I'm just the
person who was put in charge of the project, so
nothing too complicated, please!
