[Publib] banned patrons

The ones that need to be banned are patrons who spend the nights in the
library. When the guards do their final check-downs at closing, the patrons
will stand on top
of the toilet and bend down so that they cannot be seen. Usually the
cleaning ladies
find them the next morning, asleep, in the restroom.
