[Publib] "Virtual" Library Cards?

Sacramento Public Library is planning a "virtual" library card; such a
card would provide access specifically to our online resources as well
as our in-library Internet workstations. No borrowing of physical
materials would be included. Is anyone offering something similar? I'd
be especially interested in hearing from Millennium libraries but any
and all information/advice would be greatly appreciated.
