Was one of the kids named 'little Johnny'?
At the british University crappers I have seen, the seem inclined
to use toliet paper squares, not rolls. Unless the toilet paper
perp wanted to become quite voluminous, it would be quite difficult
to walk out with a large quantity unnoticed.

In the 1970's when I was a school library person we experienced a flood
of sorts. The boys would go into the restroom, take a roll of TP from
the holder, stop the commode with it and flush repeatedly. About the
second time it happened the principla told the janitor to take all the
TP from the room and made the guys come to the principal's offioce for
an allotment no larger than 5 squares.
