The March 2007 issue of ITAL (Information Technology and Libraries) has
an article by John Bertot and Charles McClure, "Assessing Sufficiency
and Quality of Bandwidth for Public Libraries," reporting that "nearly
half of public libraries indicate that their connection speeds are
insufficient to meet patron demands some or all of the time."
It would be nice to give everyone who walked in the same level of
service, but realistically, that's not always (maybe not even
frequently) possible.
