[Publib] Library 2.0?!

"I'm all for good documentation... if people actually used it, that would be
even cooler. Did I ever tell the PUBLIB folks about an experience at a
Former Place Of Work learning through usability testing that just about
nobody reads documentation?"

The biggest problem that I've found with many forms of documentation and
other forms of "help" is that it tends not to be helpful, leaning often
towards things I easily figured out for myself. This is my biggest pet peeve
with help functions and perhaps why many people skip them altogether.
