[Publib] Case Statement

Does anyone have a example of a case statement for library
fundraising-especially one that is not focused on a capital or building
campaign? Our mid-sized library is working on increasing private support
through annual campaigns, etc. We are starting a Foundation and I am trying
to draft a case statement for review of the board. I found one on Web
Junction and a couple online, but most were focused on building campaigns.
We conducted a successful $4.5 million capital campaign about 7 years ago,
but I am finding writing a case for general library support is more of a
challenge. What DO I focus on? II would appreciate it if 

Anyone is willing to share their case or any  tips. Thanks in advance.
