[Publib] Director Selection

In April I asked the list on behalf of a library support group for the
means of selection of library directors for larger libraries.  I heard
from a half-dozen people who said that their directors were chosen
either by the advisory board or the advisory board in consultation with
a city manager or mayor.  Others wrote that state or local law governed
the means of selecting library directors.  The responders all were from
systems that served 100-150,000 people.

 

The library support group would like to hear from systems that serve
over 250,000 people.  Currently their library director is chosen and
dismissed by the mayor.  The result is that there have been 4 directors
in the last 6 years.  

 

I realize that how city governments operate varies widely, but the
support group is trying to create an alternative to existing mayoral
patronage situation.  The current mayor seems to be amenable to change,
so the support group needs a few examples from other municipalities.

 

Here are the questions that I asked in the first round:

Is the director a political appointment who serves for the term and at
the
pleasure of the mayor?
 
Is the director hired by an advisory board or commission?
 
Does a city manager hire the library director?
 
Is the position part of the civil service system?
