I've learned a thing or two about sheet music, copying, providing,
faxxing, etc. from our Music Librarian (formerly of the Lincoln Center
Library for the Performing Arts, New York Public Library)--who is also a
professional musician.

This is the statement that department inserted into our Song Index,
http://mcl.mainlib.org/song/search.php
"Morris County Library Music and Media will fax up to ten (10) pages of
music with a copyright date of 1922 or earlier, to county residents. We
cannot fax any music (fake book arrangement or otherwise) with a copyright
date of 1923 or later."

When in doubt, we refer patrons to last copyright holder of a work,
http://www.copyright.gov
or their publisher's representative. A non-profit (church or the like)
might be able to make a special arrangement ...
