[Publib] "Libraries are essential to economic development" ...an article of faith?

This one just came out from the Urban Libraries Council, January 2007.

caregivers rely on the library to provide important preschool
reading and learning. Many people entering the
workforce rely on libraries to get them online. Local
businesses are increasingly tapping into the library’s
online databases to keep themselves competitive and to
find synergistic new business opportunities. Library
facilities often anchor downtown and commercial
developments, and are attractive neighborhood

Does anyone have a citation for an economic development
study(s) that states a library is an essential service?  This is the
second time I have read an editorial recently stating this.  While I
hold this to be true, some may believe it to be an "article of faith",
and it would be good to have on file such sources to quote when needed.
