[Publib] bandwidth

Is that 512K not a typo? If not, in my opinion that's not enough
bandwidth. Consider that people are getting 20mpbs connections in
their homes.

If even only a quarter of the computers are in use for the internet at
once, that's less bandwidth available to each one than a 56K modem.
