[Publib] Envisionware LPT-One in a state of delusion

We desperately need to hear from other libraries who are using Envisionware
LPT-One for print control, especially if it ever miscounted pages and you
cured it.

(It wants to bill users 20 cents for one page, 60 cents for five pages etc.,
if they are printed from the web browser. It counts correctly from other
applications).

Conversations between the city IT guys and the vendor so far have not found a
cure. Obviously we can't actually turn it on until it won't charge the users
for phantom pages.
