[Publib] Overdue notices

For libraries that make phone calls for overdues, don't you find that
time consuming?  We used to make phone calls and had a patron recently
ask why we stopped. My Circ Manager actually shuddered at the thought of
going back to that due to the volume of overdue notices we send out.
