Diedre,
Perhaps the policy could be written toward the type of group, and not
whether or not they charge a fee or allow open access to their meeting? 
Our meeting room policy makes a difference in whether the group using the
room is for profit or non-profit. Sometimes non-profit groups do have to
charge a fee (to cover the cost of a speaker, materials or a lunch) and
sometimes for-profit or private groups do not charge a fee (but it is a
commercial use none the less). For example, our Friends group holds author
lunches in our meeting room, the authors are usually covered by the Friends,
however the lunch is usually $7 per person. We have allowed health screening
organizations, college professors, etc, to use the room and they have
charged fees for their services (and we have charged them a fee too). 

Since Community Colleges are (I think) not for profit, perhaps your meeting
room policy could be written to make provision for this type of group - 
Non-profit or non-for profit organizations may charge a fee for programs
held in the meeting room provided that fee is compensation for costs
included in holding such programs. . . Does not exceed the normal and
reasonable costs of such programs . . . Etc. I am sure there are much better
policy writers than I out there.

While writing a meeting room policy I ran into a bit of a snag.  It is
everyone's hope that the library meeting room will be used for community
college classes.  Students, of course, have to pay for these classes.  

Most of the meeting room policies I have looked at, and there are tons of
them available in the wild world of the Internet, do not allow meetings held
in their facilities if there is not free access to the meetings.  This
library basically wants to use this philosophy for most things but not for
the Community College classes.  The college is not going to bring classes
out to this rural community if they are not allowed to charge.  They do need
to charge to pay the instructors.  The college is willing to pay a fee for
using the room.

Any suggestions on how to write this kind of exception into the policy?
