[Publib] Bank Accounts as SRP Prizes

A few months ago somebody posted a message on the listserve about how their library had worked with local financial instutions to create savings accounts as prizes for summer reading program participants.  I made a mental note of the idea and did not delete the e-mail.  However, I cannot find it in the too big of a batch of mails that I have kept.  Does this ring a bell to anyone?  If anyone out there wrote or kept the posting, I would appreciate knowing which library did this and how they set things up.
