Definitely install additional cooling capacity for the computer room.  We
outfitted an existing meeting room as a computer lab, and it quickly became
apparent that we needed supplemental air conditioning - those suckers throw
off a lot of heat, which can damage the equipment if it's not addressed.
Installing it during construction will be much simpler than having to
retrofit later on, and you won't regret it.  In fact, this is a good
opportunity to pat yourself on the back for your excellent foresight and
wisdom!

Good luck with the new library; I'm sure it will be wonderful!
