The problem with hiring off-duty police officers is they probably command higher pay than a security guard.
I don't know about anyone else's library, but an armed police officer in the library might cause people who are not the problem to stay away.
If you can't afford to pay an officer's salary from your budget, you might work with your law enforcement agency to have the person paid from theirs. It's possible officers who have been injured and sick and who can return to light duty work could be assigned to the library.
