But if you're in a small town, isn't it possible staff knows the kids and their parents?  

One way of dealing with the problem, if you can identify the main trouble-makers, is to send their parent or guardian a letter pointing out the kid's behavior problem.  I have written parents saying that their child may return to the library only if s/he is accompanied and supervised by an adult.
